He has a particular admiration for Morro Bay. His best known murals are four magnificent 18-foot canvases in the orchestra promenade of the music hall of the $8,000,000 municipal auditorium in Kansas City, Mo. and two in the Indian Room of the mid-west’s treasure house of art, the William Rockhill Nelson Gallery of Art in that city. Fifteen other murals are located at the University of Texas in Austin, and many others in public buildings and private homes. Born on a farm in Wyandotte county, Kan., artist Bailey entered the newspaper field via the Kansas City Star at an early age. Color attracted him and he felt the urge to paint. With the encouragement of his teachers, he began painting seriously and won a scholarship from the Tiffany Art foundation at Oyster Bay, New York, where he studied under some of the greatest of modern masters. The foundation sponsored his first New York show, and one of his paintings, Winter on Brush Creek, was purchased by the Metropolitan Museum of Art. Another landscape was purchased by the late Robert W. DeForest, New York art connoisseur, for his private collections. Oils are his medium, and he is known for his particular skill in painting trees, sunlight, water and snow, his understanding of perspective and the freshness of his colors.” per “Works of Noted Muralist will be Represented at Art Center,” Sun, April 10, 1959, pt. 2, p. 2.
