Waist is elastic with a 59" tie belt. I'm not sure what you call this type sleeve, but it does not fit tight under the arm. The underarm has more room that a regular dress. No holes, no tears, all seams intact. The dress doesn't look like it was worn much, if ever. The original price of the dress is still written on the back of the tag. Approximate measurements: Belt 59" Shoulder seam to shoulder seam - there are no shoulder seams Collar seam to end of sleeve 22.5" Collar seam in back to bottom of dress 40" Waist 14.5" but it is elastic and has give to it. This measuremet is with no stretching. This is a lovely dress and according to the price on the back of the tag, was expensive back in the day.
