The difficult situation in the initial period of military operations required a radical restructuring of the national economy of the country. Moreover, it was necessary to carry out this extremely difficult task in the shortest possible time. And the trade unions of the USSR were actively involved in this extremely important process for the Motherland. On the very first day of the war, June 22, 1941, the head of the VTSPS, N. M. Shvernik, called an emergency meeting of the secretaries of the VTSPS, heads of departments and their deputies, chairmen and secretaries of the central committees of trade unions. The meeting discussed the issues of restructuring the activities of trade unions in accordance with the conditions and requirements of the war. Each of the participants of the meeting received a responsible task for conducting mobilization, organizing urgent measures aimed at restructuring the work of trade union bodies in the center and in the field. The main purpose of the Soviet trade unions during the Great Patriotic War was to lead the labor heroism of workers and employees, to help them cope with their tasks in a timely manner and as successfully as possible, to fulfill the orders of the front in an exemplary, innovative way, providing for the needs of the army and navy and, thereby, to contribute to the creation of a radical turning point during the war.It was important that every trade union member clearly understood that there is no more sacred duty in this time of deadly danger for the Motherland than selfless work in the name of victory over the German fascist invaders. Educating the workers of a conscious attitude to work, to fulfill their duty to the Motherland was the purpose of the trade unions of the country. It was the high political consciousness of people that served as a source of strength of labor collectives, their cohesion. Iron labor discipline was a guarantee of production achievements. The contribution of trade unions to the mobilization of the creative forces of scientists, employees of research institutes, and the teaching staff of higher educational institutions is also great. So, in September 1941, when the industrial centers of the country were under threat of occupation, a Commission was formed under the Presidium of the Central Committee of the Trade Union of Workers of Higher Schools and Scientific Institutions under the chairmanship of Academician A. E. Fersman to mobilize the country's natural resources for defense needs. Its main purpose was to assist local and central economic bodies, institutions, enterprises in developing plans for the use of raw materials for defense purposes. At the initiative of the trade union of employees of higher education and scientific institutions, scientific and technical councils were created on a voluntary basis in the bodies of the USSR State Planning Committee under the regional and city executive committees of the Soviets of Workers ' Deputies in 1941-1942, bringing together the most prominent scientists of our country.It is difficult to overestimate the importance of these scientific councils and sections. They developed actual problems of defense significance, helped managers and economic bodies to effectively use the knowledge and experience of scientists evacuated to the rear, to the east, for organizing the production of military products, for economic and technical justification when placing industrial equipment arriving from front-line areas, searching for local sources of raw materials, materials and electricity, acclimatization of new agricultural crops, etc. The high level of development of technical sciences, mathematics, physics, chemistry in the USSR and the great work of public organizations, including trade unions, ensured the successful development of theoretical foundations for the design of first-class modern weapons and ammunition. In those unforgettable years, the All-Union Council of Scientific Engineering and Technical Societies (VSNITO) did a lot to activate the creativity of scientists, engineers and technicians, workers.On June 27, 1941, the Soviet appealed to scientists, engineers, and leading industrial workers to stand up for the defense of the socialist Fatherland, to provide the front with everything necessary with selfless labor, to rebuild their work in accordance with the requirements of the war, to work hard to create new military equipment and weapons. VSNITO recommended that enterprises implement completed scientific research of military significance into production. Despite the fact that hard work in factories and factories left little time for inventive activity, nevertheless, the initial period of the war was marked by exceptional activity of scientific and technical creativity. In the first months of the war, many scientific institutions were evacuated from Moscow, Leningrad, Kiev, Minsk and other major cities. It was necessary to establish their work in a new place, in new conditions. The party and trade union bodies took care of the organization, unification and reasonable use of the forces of scientists.Numerous scientific studies conducted during the first period of the war had a great impact on the development of military equipment, the improvement of production technology. All of them were widely used in the national economy. And this contributed to the rapid build-up of the country's military potential. The motherland highly appreciated the contribution of university scientists to the development of science and technology, to achieving victory over the enemy. During the war, 315 employees of the higher school were awarded the title of Laureates of the Stalin Prize. Statistics show the success of scientists (including university ones) in the development of the aviation industry. So, already during 1942, the front received 21.7 thousand aircraft that were magnificent in their technical characteristics.During the Great Patriotic War, the higher school sent thousands of its representatives to the front, focused its efforts on solving, first of all, multifaceted and complex issues of state defense. The first task was to train specialists for the army, military industry, and agriculture.Having strictly defined the main directions of research work, the war brought science closer to life, gave it a scientific and practical character, required scientists to solve urgent tasks in the shortest possible time. The People's Commissariats and departments that managed technical universities, the All-Union Committee for Higher School Affairs under the SNK of the USSR showed constant concern for their activities.In the very first days of the war, the VTSPS adopted a number of documents that defined the main tasks of primary trade union organizations in wartime conditions.In November 1942, the ECSP adopted a resolution on the involvement of new members in trade unions. The admission procedure has been significantly simplified. Now the question of admission to the trade union could be decided by a meeting of the trade union group, and not necessarily a general meeting or conference of the entire enterprise, as it was before the war. The VTSPS demanded that trade union organizations systematically carry out political and educational work among workers and employees, especially among those who have come to work again. The organizational work of trade unions was continuously improved. Issues related to the implementation of national economic plans, the organization of socialist competition, the improvement of consumer services for workers and employees, the organization of cultural and mass work among workers were considered at the plenums of the All-Russian Union of People's Commissars, meetings of its Presidium and the Secretariat. Solving the whole complex of these issues, the governing trade union bodies in each particular case skillfully chose the main link in their work.Such a major link in the first period of the Great Patriotic War was the accelerated training of qualified workers, engineers, primarily for enterprises in the eastern regions of the country, which bore the main burden of military production. With the beginning of the Great Patriotic War, millions of qualified production workers went to the front, to partisan detachments. Part of the Soviet territory, where 88 million people lived before the war, was occupied by the enemy. All this led to the fact that the number of workers and employees in 1942 decreased to 18.4 million people (in industry - to 7.2 million), which was 59 percent of the level of 1940).There was an acute shortage of qualified personnel in the eastern regions of the country. To solve this problem, along with the redistribution of labor between the branches of the national economy and the economic regions of the country, a lot of work was done to involve the working-age population not employed in the national economy in production, primarily in the defense industry. In 1942, the Committee for the Accounting and Distribution of Labor under the SNK of the USSR and its local bodies mobilized 565.9 thousand people of the urban population and 168 thousand rural residents for production. The vast majority of new workers had low qualifications, did not have the necessary skills.The Soviet state organized on a large scale the training of new recruits, as well as the professional development of employees, looking for the fastest and most economically feasible ways to solve this problem. Trade union committees together with the directorate of factories and factories identified the need of enterprises for labor, made plans for advanced training and monitored their implementation, got training equipment, allocated the necessary funds from the trade union budget. For workers who have mastered the specialties in a short time, the VTSSPS has established a number of material incentives. In the first quarter of 1942 alone, the trade unions spent 11 million rubles for these purposes. The factory committees of trade unions widely promoted the experience of accelerated training of workers in mass professions using individual and individual-brigade forms of training. Already in 1942, more than half of all employees (about 3.7 million people) were trained directly at the factory. More than half a million young men and women have graduated from schools and colleges of labor reserves and have become qualified workers. Stakhanov schools and mentoring played an important role in the training of the new addition. Thanks to the great organizational work of trade unions, 6.6 million people were trained through individual and individual-brigade training methods, as well as in Stakhanov schools. History has never known such a scale of training of qualified workers in the conditions of the hardest war and in such a short time. No less serious work was carried out in terms of training engineering and technical personnel.And the situation was critical. More than 300 higher educational institutions, 3/4 of which were technical and transport, were under the threat of occupation. In the conditions of wartime, on May 5, 1942, a resolution was adopted "On the plan of admission to universities in 1942 and measures to strengthen higher educational institutions". In accordance with this resolution, the procedure for admission to higher educational institutions was facilitated. This decree played an exceptional role in improving the work of higher educational institutions in wartime conditions.The management of universities and public organizations took active measures to improve the material base of universities, working and living conditions of the teaching staff, and to stabilize the contingent of students.A significant change in the conditions of the activity of universities, the difficulties of wartime required a significant change in the general provisions of educational work, the restructuring of the educational process.At first, the All-Union Committee of Higher Education introduced new curricula, which reduced the terms of study from five to three and a half and from four to three years. The reduction of training periods was carried out, firstly, by reducing the time of industrial practice from twenty-two to twenty-four weeks to nine to ten weeks with a simultaneous increase in training practice in the universities themselves; secondly, reducing the time of diploma design from twenty-one weeks to thirteen to eighteen weeks; thirdly, compacting training sessions per week from thirty-six to forty-two hours; finally, due to the complete cancellation of winter and reduction of summer holidays to one month. By the way, the winter holidays were restored in the winter of 1944. It is characteristic that during the holidays, all kinds of mobilization work were prohibited.
