Without them you WILL have stray RF reactance and RF signal feedback issues. You MIGHT be okay at QRP power levels. BUT IF you are running anything more than 10 to 15 Watts, you WILL DEFINITELY have problems with stray RF. Using these two items with a tunable counterpoise wire will cure the problem and you will make a LOT MORE DX CONTACTS on the HF bands...GUARANTEED.
