Description: A U.S. Scott #36, 12 cent black Washington, tied to a judicial mailing from one court to another by a New Orleans cancel dated MAR 5 to East Baton Rouge, Louisiana. The cover is part of the front of an oversized envelope to accomodate the substantial pages of court cases. The number of pages in the mailing is also seen in the 12 cent rate of the #36 stamp. While this cover is slightly larger than most envelopes of the 1850's it is only part of the oversize envelope and was cut on all four sides so it does not have a back piece like a standard cover. Jean Baptiste Arthur Saucier (1828-1877) of French Creole heritage, was Third District Justice of the Peace for New Orleans before the Civil War (when this cover was mailed) and Sixth District Justice of the Peace for New Orleans after the Civil War.
