The program was originally created as part of the National Defense Act of 1916 and later expanded under the 1964 ROTC Vitalization Act. My father was a Colonel in the USAF and collected patches from every Air Force, Army, Navy and Marine unit he visited all over the Country and World to give to me as souvenirs.
