Their idealized design, expressed both in diagrams and in sequential verbal components, envisions a flow of information on a national scale from all possible points of origin to all possible points of application. To focus the planning process, they work within the limits of present technology. They seek flexibility rather than reduction of choice--through provision for storage in multiple formats, for example, and provision for subsidized use to insure access to the system. Finally, they hope the design, as a good first approximation of what is needed, will mobilize a large number of relatively autonomous subsystems of the current network into a collaborative effort.
