This item is new, some welting was cut off leaving 25 yards and comes as shown. Welting, also called puff cord, seat cord or welt piping because of the round edge, is a fabric-covered cord made of upholstery fabric. Welting is sewn with a fabric lip to insert it between fabric pieces with the puff edge remaining visible. It's often used on the edges of arm rests and seat cushions. Manufacturer calls this color Pearl, looks closer to a metallic white color with pattern Diamante, which has a textured grid pattern. The puff cord welting has a a piece of 8/32" foam running through it roughly measuring 3/8" W x 3/4" H overall and 25 yards in length.
