Description: At its 1898 meeting, the Universal Postal Union recommended a new standardized international color-coding system with green for the standard mail rate (1¢ in the U.S.), red for the international postcard rate (2¢ in the U.S.) and blue for the international single letter rate (5¢ in the U.S.). When adopted for the series of 1898-99, other stamps then required color changes.
