"CAESS" indicates that there were multiple caesars at the time this coin was issued. The others were Constantine's adult son Crispus and his infant son Constantine II. This highlights the working relationship between Licinius and Constantine that was born out of the ashes of the Tetarchy and from the Edict of Milan.
