The "letter" is complete but a printers wrapper which probably once covered this issue is long gone, and the pages have no other binding than a single tied stitch which may be original. Harper was born in Virginia, a soldier in the Revolution, and later a major-general in the War of 1812. He was a lawyer, Federalist Representative from South Carolina, later a Senator from Maryland, and a former Vice-Presidential candidate. A key figure of American history, known (among other things) for the toast: "Millions for defense, but not one penny for tribute." His vehement dislike for Thomas Jefferson went far beyond his avowed protest here against the decision of the Senate to seat Jefferson as president instead of Aaron Burr.
