It is the Nondenominated (39) Lady Liberty definitive issue with Scott numbers 3967 to 3970. The First Class transition stamps are multicolored with different perforation gauges. Carl and Ann Purcell designed the patriotic stamps. They were printed by American Packaging Corp. (APC) for Sennett Security Products (SSP), Ashton-Potter USA Ltd. (APU), and Avery Dennison. They were issued Dec. 8, 2005 for the upcoming rate change. Thirty nine cents met the USPS First Class 1 oz domestic letter rate from Jan. 2006 until May 2007. Scott 3970 has microprinting on the top of the red flag stripe. The dates are displayed because they are useful in identifying the stamps. The best way to identify them is by measuring the die cutting. Please check the TBR store for the reissued design with 39c.
