It includes precipitation forming lakes, rivers, aquifers, etc. Salzman believes he can establish the fact that water is not just contained within the known hydro-cycle of precipitation and evaporation. Salzman along with Stephan Reiss and others of the persuasion explain that water is actually being formed within the earth when hydrogen and oxygen are fused to create water. Additionally, it is accessible through fissures in the earth's crust! And finally, it is an abundant supply of clean fresh water!
