Personal check payment is welcomed. The Afghan National Army (ANA) is the main branch of the Afghan Armed Forces, responsible for ground warfare. It is under the Ministry of Defense in Kabul and is being heavily assisted by the United States and NATO. The ANA is divided into six regional Corps, with the 201st in Kabul followed by the 203rd in Gardez, 205th in Kandahar, 207th in Herat, 209th in Mazar-i-Sharif and the 215th in Lashkar Gah. The current Chief of Staff of the Afghan National Army is Lieutenant General Sher Mohammad Karimi. Afghan National Security Forces (ANSF) comprise several units including the Afghan National Army, Afghan National Police, Afghan National Civil Order Police, Afghan Border Police, General Directorate of Police Special Unit, Afghan Provincial Response Company, Afghan Local Police and Afghan Partnering Unit. The Special Operations Joint Task Force - Afghanistan (SOJTF-A) is the United States component of the NATO Special Operations Component Command - Afghanistan (NSOCC-A). The commander of NSOCC-A is also the commander of SOJTF-A - a dual-hat command arrangement. 1. This division-level headquarters is commanded by a two-star general and encompasses all in-country NATO special operations forces and assets. The SOJTF-A mission spans the entire spectrum of special operations in a counterterrorist and a counterinsurgent environment. The missions range from direct action to capacity-building to Security Force Assistance. Building the capacity of Afghan special operations forces (SOF) is a key goal of the United States and its coalition partners. In February and March of 2013, RAND analysts conducted extensive battlefield circulations in Afghanistan and visited multiple training sites for Afghan SOF. The mentors at these sites hailed from a variety of International Security Assistance Force contributing nations, including the United States, Lithuania, Romania, Australia, Norway, and the United Kingdom. This report summarizes key partnering practices across these international partners and presents findings from SOF partnership case studies in Iraq and Colombia. The goal is to identify best practices for SOF partnership that can benefit the development of the Afghan special operations capability. These best practices also have broader applicability for special operations partnerships beyond Afghanistan.. NATO Response Force (NRF) The NATO Response Force (NRF) is a highly ready and technologically advanced multinational force made up of land, air, maritime and Special Operations Forces (SOF) components that the Alliance can deploy quickly, wherever needed. In addition to its operational role, the NRF can be used for greater cooperation in education and training, increased exercises, support for disaster relief and better use of technology. The NRF has the overarching purpose of being able to provide a rapid military response to an emerging crisis, whether for collective defence purposes or for other crisis-response operations. The NRF gives the Alliance the means to respond swiftly to various types of crises anywhere in the world. It is also a driving engine for NATO’s military transformation. The NRF is based on a rotational system where Allied countries commit land, air, maritime or Special Operations Forces (SOF) units for a period of 12 months. The NRF is also open to partner countries, once approved by the North Atlantic Council. Participation in the NRF is preceded by national preparation, followed by training with other participants in the multinational force. As units rotate through the NRF, the associated high standards, concepts and technologies are gradually spread throughout the Alliance, thereby fulfilling one of the key purposes of the NATO Response Force – the further transformation of Allied forces. Operational command of the NRF alternates annually between Allied Joint Force Commands in Brunssum, the Netherlands and Naples, Italy. NATO Allies decided at the 2014 Wales Summit to enhance the NRF by creating a “spearhead force” within it, known as the Very High Readiness Joint Task Force or VJTF. This enhanced NRF is one of the measures of the Readiness Action Plan (RAP) agreed by Allies to respond to the changes in the security environment. The NRF provides a tangible demonstration of NATO’s cohesion and commitment to deterrence and collective defence. Each NRF rotation has to prepare itself for a wide range of tasks. These include contributing to the preservation of territorial integrity, making a demonstration of force, peace support operations, disaster relief, protecting critical infrastructure and security operations. Initial-entry operations are conducted jointly as part of a larger force to facilitate the arrival of follow-on troops. Elements of the NRF helped protect the 2004 Summer Olympics in Athens, Greece, and were deployed to support the Afghan presidential elections in September of the same year. . SOJTF-A Commanders. The first commander of the SOJTF-A was Major General Tony Thomas. He changed command with Major General Scott Miller in the summer of 2013 (a former CFSOCC-A commander). MG Miller was replace in the summer of 2014 with MG Ed Reeder (also a former CFSOCC-A commander). In the summer of 2015 MG Sean P. Swindell replaced Reeder.
