Berlin, 1899 March 6. Appointment of Ernst von Weyrauch, Undersecretary of Education and Health, to the position of Privy Councillor with the Title of Excellency. In part: "This appointment was made whereas in turn his Excellency shall be commended to Our highest protection and shall enjoy the privileges befitting the character of such high office." Embossed seal to left of signature. Wilhelm II (1859-1941) was Emperor of Germany ("Kaiser," derived from Caesar, as was the Russian "Czar") from 1888 to 1918. He reigned concurrently as King of Prussia, and has signed this document in that capacity. He was the first grandson of Queen Victoria, and hence cousin to King George V of Britain and Czar Nicholas II of Russia. Succeeding his liberal minded father, Frederick III, who had reigned for only 3 months, Wilhelm was determined to be a strong ruler, and he immediately clashed with Otto von Bismarck, "the Iron Chancellor," principal architect of German foreign and domestic policy under the previous ruler, Wilhelm I. In 1890, Bismarck was obliged to resign. Two of his successors as Chancellor have signed this document. Wilhelm was no Hitler aspiring to world conquest, but he did desire to expand Germany's power and prestige by building a large navy and acquiring overseas colonies. These policies, combined with Germany's industrial might and Wilhelm's injudicious comments, alarmed Britain, which muted its traditional rivalries with France and Russia in order to contain Germany. Rising European tensions led to the crisis of 1914 and to catastrophe of World War I. Obliged to abdicate in November 1918, Wilhelm resided in Holland for his final decades. After Bismarck, Wilhelm wanted no more iron chancellors, Chlodwig Carl Viktor PRINCE OF HOHENLOHE (1819-1901), whose previous offices included Prime Minister of Bavaria, Ambassador to France and Foreign Secretary, was German Chancellor from 1894 to 1899 (concurrently President of Prussia). Accepting this office at Wilhelm's urging despite his advanced age, he seldom attended legislative sessions and left most policy details to his deputies. BERNHARD VON BULOW (1849-1929), previously Foreign Secretary (and Foreign Minister of Prussia), succeeded Hohenlohe as Chancellor (1900-1909). A sycophant whose principal aim seems to have been remaining in the Emperor's favor, he was exactly the kind of man Wilhelm desired in the office. He blundered badly in 1907, however, passing on an Imperial interview with a British newspaper (the Daily Telegraph) without even reading it, though Wilhelm had asked him to review its content. The Emperor's unguarded comments, when made public, created a diplomatic firestorm, managing to antagonize Britain, France, Russia and Japan all at once. His reputation also sullied by an embarrassing libel trial against a newspaper which had charged him with homosexuality, Bulow left office in 1909. One horizontal one vertical mailing folds.
