Description: With the beginning of Meiji era, Japan started a progressive series of reforms and modernisation. Baron Maejima Hisoka's was sent to Great Britain with the motto of “learn from the best in class” to learn about the British Postal system. In 1871, Hisoka returned to Japan and established the first Japanese Postal system. 1871 a set of four stamps covering the different postal rates; the intricate two-color design consisted of a pair of dragons facing towards the center, where the characters of value were printed in black. In 1875 Edoardo Chiossone a Italian engraver and painter was invited to Japan to work as a foreign advisor. He designed the first Japanese bank notes and the designs for the Koban series of stamps. In 1876 the Koban definitive series was issued inscribed IMPERIAL JAPANESE POST. The stamps are commonly known as the 'Small Coin stamps,' for the picture in the center of the design.
