The speech, which one scholar called a "hallmark jeremiad" (Johnson, "The Rhetoric of Huey P. Newton, 2004, was the first public speech given by Newton after his release from jail and he used the opportunity to debunk America's founding myths of universal equality and to demand a new Constitution.The convention, which was organized by the Black Panther Party, was preceded by mass repression against the Philadelphia Black Panthers, but still managed to attract between 6,000-15,000 attendees from a variety of radical groups. Although there was much internecine squabbling, it was deemed a success by the Panthers who attempted to organize a second Convention in Washington, D.C. under the theme, "Survival Through Service to the People" (advertised on the rear page). But police repression and mismanagement prevented its success. Tabloid format printed in black on newsprint, 4 p. 1 ½" closed tear along the upper spine with a chunk torn from the head affecting four sentences from the fifth column of the internal text.
