Because key dimensions vary slightly from manufacturer to manufacturer, replacement keytops are made slightly oversize and filed to fit after installation. An ordinary fine flat file is a suitable tool to use to do this. Recommended glue is PVC-E, best glue I've found for gluing porous material (wood) to non-porous material (plastic keytop) - available in multiple sizes in my eBay store (2oz is easily sufficient for one set of keytops, item # 291769494673 in my eBay store).
