Later that night, Lock-Up manages to escape and steals a police car to reach his prison and feed his prisoners. Commissioner Gordon notifies Batman about Lock-Up's escape and the vigilante starts a new plan with Robin and Nightwing to recapture him. Batman devised a plan that involved three possible Lock-Up targets. Batman disguised himself as Matches Malone and infiltrated the gangster Vanya Triplet's inner circle and expected that Lock-Up appears. Soon the goons suspected that Malone was wired and they took Malone to a car in order to finish him in a quiet and dark place. The second target was a child abductor and murderer named Jay Huffman. Nightwing was in charge of looking over that man. Everything seemed quiet in the man's apartment. Hoffman was cooking dinner and served two plates. Nightwing then remembered that Hoffman lives alone. He entered the man's apartment and discovered Hoffman have abducted another child. Nightwing put the man down and rescued the kid; but there was no sign of Lock-Up. The third target was Eldon Adams. Tim already knew the guy so he was sent to check over Adams' turf. Tim disguised himself as a young delinquent named Alvin Draper. Tim told Adams that he needed some weapons. When Adams was showing Tim his weapons, an armored car crushed the place. Adams ran away but Tim stayed. He tried to radio Batman and Nightwing but his efforts were futile. Lock-Up was angry because his target escaped so he knocked Tim and took him as a consolation prize."
