Let's say that that will cost $15. So now $15 is built into the price of "free" shipping. But then a customer from Rhode Island buys the item. They would have paid $7 to ship if the listing was done with calculated shipping, but nobody wants that. So "free" shipping cost that customer an extra $8 over what they could have paid. C'est la vie. That's what you pay for convenience.
