China - Postal Savings Stamps - 1944

According to Marsh & Williams: We know that the postal savings stamp system was introduced in the Republic of China in 1919 as a means of encouraging thrift. This system paid interest on accounts deposited with the post office and it is believed that the accounting for the interest bearing deposits was facilitated by the issuance of savings certificates similar to present day savings bonds or treasury bills. The lowest denomination for these certificates was probably one dollar or more and they were obtainable by either redemption of cards or passbooks, in which the proper amount of postal savings stamps had been accumulated, or by direct purchase. If this was indeed the case, the purpose of the postal savings stamps was for accounting for small deposits. They would serve as a receipt for the depositor as well as a method of balancing accounts within the post office itself, and this would explain why the stamps were restricted to postal savings use only. The Japanese invasion of 1937 disrupted the Chinese economy and greatly accelerated the gradual inflation of the currency during the war years. The old postal savings system became impractical and unpopular and was probably discontinued in the late thirties. In late 1942, or early 1943, postal savings was again introduced with the issuance of stamps valid for exchange into bonds that could be redeemed in three years. In early 1943, general definitive issues appeared for use in all areas under Nationalist control. This complete set of 6 stamps is listed in ”The Postal Savings Stamps of China” by William Marsh & J. Millard Williams as Type PS18, #1 - 6. There is a note that says they were issued both line perforated 13 and comb perforated 12.5, but the perforations on these are so rough it is difficult to determine which variety they are.
