One is heavier than the other and it’s possible that they were originally working together as one seems to nest inside the other however, I can’t be sure. The diameters are the same on the two wheels as the photos show they lineup perfectly. They’re identical in green color so I assume they came together. The smallest diameter hole on each of the wheels measures just under 1 inch at around 7/8”. One of the wheels is heavier due to the extra metal in the center. The diameter is roughly 13 3/4”.
