It is signed and dated 1942 by the artist in the upper right but I cannot resolve the name and the artwork is matted and housed in a tiered wood frame protected behind glass. The dimensions are: Frame. 18.0 inches long, 16.5 inches tall and 1.5 inches deep. Image. 7.5 inches wide and 6.0 inches tall.
