It is the 23c George Washington stamp with self adhesive gum. The 2003 definitive reissue variety is serpentine die cut 11. The paper is thin and the deep slits in the backing paper tend to show through to the front of the stamps. This is not a crease but a byproduct of manufacturing. All stamps will have this to some degree. We note this for accuracy. Richard Sheaff designed the gray green stamps and Avery Dennison printed them. This was the final Washington definitive released and the 2003 variety has recently eluded collectors. A price increase is expected. The design is based upon a terra cotta bust (1785) by Jean-Antoine Houdon. The design underwent several changes over the years including denomination (20c to 23c) and color (carmine to green). Please check the TBR store for sheet, pane and coil varieties. The versatile 23c rate paid 2nd ounce postage from 1991-1999 and 2001 to 2002. It also covered the domestic postcard rate from 2002 to 2006.
