It is the (33c) Uncle Sam's Hat definitive issue. The 1998 self-adhesives are serpentine die cut 8 on 2, 3 or 4 sides. Terry McCaffrey designed the stamps and Avery Dennison printed them to be sold in ATMs (automated teller machines). Thirty three cents met USPS First Class 1 oz domestic letter rate from Jan. 1999 until Jan. 2001. The horizontal pane strip of 3 will meet your 1998 Lighthouse album requirement.
