Due to the automated process that eBay Stand Envelope (ESE) requires so postage savings can be passed to the buyer there are times that an envelope can get rejected by the machine process and handled by a postal employee. If that happens, it?s deemed non-machinable and an automatic surcharge of 44 cents postage due is applied.
