They were in a group of Forest Service Patches I obtained, so believe they are. They are new unused. Please let the photos be the best description. You are winning 2 patches. At the time of the listing there are 6 pair of 2 available. Again, you will only get 2 patches (1 pair) unless you change the quantity. Check out my Smokey Bear and large lot of misc. patches.
