Since 1977, however, the day has been observed on the second Monday in March. Commonwealth Day 1983 is celebrated on 14 March 1983. The observance of Commonwealth Day is intended to 'focus attention on the Commonwealth; its ideals, its activities and its actual and potential influence on human endeavour to achieve justice and peace among peoples'. Commonwealth Heads of Government at the 1981 Melbourne CHOGM decided that all Commonwealth countries should issue Commonwealth Day commemorative stamps every five years, with the first issue in 1983. The Commonwealth Heads also agreed that each government should donate 23,000 sets of the stamps to provide financial support for the Commonwealth Fund for Technical Co-operation (CFTC). Australia's stamps for Commonwealth Day 1983 encapsulate the ideals expressed in the Declaration of Commonwealth Principles: equality and dignity; social justice and co-operation; liberty and freedom; and peace and harmony. The doves are the universal symbol of peace and the rainbow colours in the wings indicate comfort and optimism. Hands upturned display care and compassion. The Commonwealth logo appears in the lower right corner of each stamp. Issued 9th March.
