Allen Jr., at left, State Education Commissioner and Mayor John Lindsay leave the Mayor's mansion after conferring this morning. Right, the Rev. C. Herbert Oliver appears on local television show. Oliver is chairman of the Ocean Hill-Brownsville governing board which Allen recommends be dissolved.
