Description: 1965 1966 1967 1968 1969 1970 PA Pennsylvania License Plate Low Number 1 !!!License Plate # VPE-1 I "THINK" Pa license plates for the years 1965, 1966, 1967, 1968, 1969 and 1970 were the same STYLE. THIS license plate appears to have 3 decals, with the most current being 1970, I assume the decal/stickers underneath are 1969 and 1968. I'm not sure if this is a personal Vanity plate, or a Dignitary or Government Official plate. I couldn't find any Pennsylvania Vanity plates on eBay. I don't know when the first PA.
