These were issued between 1953 and 1958. This is the variety with two letters before the serial number and it is printed on brownish paper. It pictures Count Itagaki Taisuke, a prominent figure in Japanese history. He championed democracy through the "Freedom and People's Rights Movement" in the 1870’s-80’s. He established Japan's first political party, the Liberal Party, advocating for individual rights, a representative government, and revision of unequal treaties with Western powers. Though he ultimately failed to achieve complete democracy, his movement forced the Meiji government to establish a Constitution and a Parliament, paving the way for future advancements in Japanese democracy.
