It was struck in 1888 during the reign of King Leopold II, the Constitutional King of Belgium. On August 1, 1885, the region was officially named the “Congo Free State”, replacing the "International Association of the Congo". King Leopold II was the founder and "sole owner" of the “Congo Free State”, a private project undertaken on his own behalf. He extracted a fortune from the territory, initially by the collection of ivory, and after a rise in the price of rubber in the 1890's, by forced labor from the native population, to harvest and process the rubber. The Belgian Federal Parliament annexed the state as a colony belonging to Belgium on November 15, 1908, the year before Leopold died. It then became the “Belgian Congo”.
