It was released during an international city planning meeting hosted by the American Institute of Planners in Washington, DC. The stamp was designed by Francis Ferguson, a faculty member of Columbia University. It depicts an aerial view of a planned city 50 years into the future (2017). A bit more history: The United States Post Office issued its first stamp on July 1, 1847. Since that time, over 5000 stamps have been released. Each stamp is given its own identification number called a Scott Number. This stamp has been designated as Scott Number 1333.
